# Community Members (EDV HODLers)

Members of the community have a say in the governance of edverse. Members can vote and propose new initiatives for the benefit of the edverse community as a whole.

* A Community member (EDV HODLer) who has staked more than a threshold level of EDV tokens\* is allowed to submit a New Initiative Proposal to the edverse Governance Council. During this time, the member cannot un-stake their tokens.
* Once approved by the council, the Proposal will be put to the community for a vote to pass or fail.

**Voting Mechanism**

1. Each staked EDV token entitles the token holder to 1 vote.&#x20;
2. All members will be notified in advance to the ballot. Notification will be shared on the edverse Discord server. (See links [here](/edverse-whitepaper/overview/edverse-platform-features/official-links.md))
3. A minimum percentage of the entire community\* must participate in the vote for a proposal to be evaluated, otherwise it will fail.
4. A majority\* vote will be used to determine the outcome of the proposal.
